with reference to the Nete which Monsieur van der Goss
was good enough to address to me on the 16th ultima, I have
the honour to inform you that Klis dajesty's Government are
happy to accept tas invitation of the Eatherland Government
to send delegates to attend a Conference at the lague to
be held in the month of lay next to consider the means to
be taken for putting into force the upium Convention of

Hlis Lajesty's Government observe with regret that the
Uttoman Governsent persevere in their refusal to sign the
Convention, but it appears to them that it might be
possible to induse that Government to waive its objectiona
so far as the traffic in morphine, cocaine and similar
